Skills and Competencies

  • Strong financial statement analysis skills, with the ability to assess audited accounts, business plans and financial performance indicators for complex public sector or sub-sovereign issuers
  • Solid understanding of accounting principles, preferably supported by an accounting or finance degree, Certified Financial Analyst qualification, accounting qualification, or relevant professional experience
  • Experience analysing credit risk, public finance, real estate, housing associations, local governments, universities, transport, nonprofits, or other sub-sovereign sectors
  • Strong quantitative, analytical and judgement skills, with the ability to interpret complex information and form clear, forward-looking credit views
  • Excellent written and verbal communication skills in English, with the ability to present analysis clearly to internal committees and external stakeholders
  • Highly organised and able to manage a portfolio of issuers independently, balancing competing priorities, deadlines and documentation requirements
    Basic understanding of artificial intelligence concepts, with curiosity and enthusiasm for learning how AI tools can be used to improve processes and drive efficiency
  • Interest in responsible AI practices, including risk management and ethical use

Education

  • Graduate degree, in Accounting, Finance, Business, Economics, Statistics, Public Administration, or a related field
  • Certified Financial Analyst qualification, accounting qualification, or equivalent professional experience would be advantageous

Responsibilities

Lead credit analysis and research for UK sub-sovereign issuers, initially focused on housing associations.

  • Analyse audited financial statements, business plans, sector developments and other issuer-specific information to assess credit quality
  • Monitor developments affecting assigned credits and maintain a strong understanding of relevant accounting, regulatory, economic and sector trends
  • Present clear, well-supported and forward-looking recommendations at rating committees in line with applicable methodologies
  • Produce high-quality research on issuers, sector trends and key credit themes affecting UK sub-sovereign entities
  • Build and maintain effective relationships with issuers, investors, government representatives and other external stakeholders
  • Represent Moody’s externally through meetings, investor briefings, conferences and other outreach activities
  • Collaborate with regional and global colleagues to support consistent analytical standards and knowledge sharing
  • Coach junior colleagues and support the delivery of analytical work, research and portfolio management activities
  • Complete documentation, reporting and compliance-related activities accurately and in line with internal standards

About the Team

The Sovereign and Sub-Sovereign Risk Group is responsible for credit analysis, ratings and research across public sector and sub-sovereign issuers. The team covers a range of sectors, including housing associations, universities, regional and local governments, nonprofits and transport. By joining the team, you will contribute to Moody’s work by providing independent, high-quality credit analysis that helps market participants understand public sector and sub-sovereign risk. You will produce research and insights on key credit trends affecting UK housing associations and other sub-sovereign issuers, while supporting engagement with investors, issuers, government officials, and other market participants through research, briefings, and outreach activities. You will also have the opportunity to leverage innovative analytical tools, including artificial intelligence capabilities, to enhance research processes, improve efficiency, identify emerging credit trends, and support more informed risk assessment. Our team is increasingly leveraging artificial intelligence tools to streamline research workflows, enhance operational efficiency, and support analytical activities.
