At Moody's, we unite the brightest minds to turn today’s risks into tomorrow’s opportunities. We do this by striving to create an inclusive environment where everyone feels welcome to be who they are—with the freedom to exchange ideas, think innovatively, and listen to each other and customers in meaningful ways. Moody’s is transforming how the world sees risk. As a global leader in ratings and integrated risk assessment, we’re advancing AI to move from insight to action—enabling intelligence that not only understands complexity but responds to it. We decode risk to unlock opportunity, helping our clients navigate uncertainty with clarity, speed, and confidence.

If you are excited about this opportunity but do not meet every single requirement, please apply! You still may be a great fit for this role or other open roles. We are seeking candidates who model our values: invest in every relationship, lead with curiosity, champion diverse perspectives, turn inputs into actions, and uphold trust through integrity.

Skills and Competencies
  • 10 or more years in property and casualty insurance product, actuarial, or regulatory roles, with a record of state rate and rule filings and objection responses taken through approval; required because this role owns filing outcomes across states
  • Working knowledge of property rating and underwriting, and of how carriers use third-party data and predictive models in regulatory filings; required to advise carriers and to turn regulatory requirements into product requirements
  • Demonstrated ability to anticipate regulatory developments and turn a point of view on them into product recommendations; required because this role advises product leadership on how emerging regulation should shape the roadmap
  • Demonstrated ability to meet regulator information requests while protecting proprietary methods and data, supported by clear, persuasive writing and presenting to regulators, clients, and executives; required because this role is the primary technical voice to state regulators
  • Experience leading or mentoring others and directing external partners; required because this role leads a small regulatory team
  • Associate or Fellow of the Casualty Actuarial Society with Member of the American Academy of Actuaries is strongly preferred; candidates with equivalent regulatory or legal depth, such as insurance regulatory legal practice, will also be considered
  • Hands-on model development experience is preferred to engage credibly with regulators and engineers; experience leading regulatory work for an insurance technology, data, or analytics provider that files third-party models is preferred, as is familiarity with regulatory questions raised by artificial intelligence, machine learning, and aerial imagery; Chartered Property Casualty Underwriter designation is desired
  • Deep expertise in artificial intelligence, with a track record of implementing advanced AI solutions to drive strategic transformation and operational efficiency. Strong experience using AI tools to lead innovation initiatives. Demonstrated leadership in managing AI-related risks, ensuring ethical governance, and fostering a culture of responsible AI adoption across the organization
Education
  • Bachelor's degree in actuarial science, mathematics, statistics, economics, risk management, insurance, law, public policy, or a related field required
  • An advanced degree is preferred, such as a master's in actuarial science, statistics, mathematics, economics, or risk management, or a Juris Doctor with insurance regulatory focus
Responsibilities
Lead regulatory acceptance of Moody's Property Intelligence products across US states, from filings and approvals to regulator relationships, and help shape a product roadmap that stays ahead of a fast-moving regulatory environment.
  • Act as a forward-looking, consultative product development partner by building an independent view of emerging regulation across underwriting, property data, aerial imagery, and artificial intelligence, and translating those developments into product requirements before formal mandates exist
  • Resolve carrier filing issues and regulator objections involving Property Intelligence data, working independently with client success and sales to remove roadblocks that slow client adoption, renewal, and expansion
  • Create client-facing regulatory materials, including state filing guidance, interrogatory and questionnaire responses, model documentation, and frequently asked questions, and lead on-site regulatory presentations and state-by-state deep dives for clients on artificial intelligence and aerial imagery issues
  • Own a state-by-state filing roadmap for Property Intelligence products, aligned with commercial priorities and agreed with product leadership, and lead direct model filings and objection responses through approval, including registration and model filing obligations applicable to third-party data and model providers
  • Set consistent positions on recurring regulator requests, balancing transparency with protection of intellectual property, and build working relationships with actuarial and rate review staff at state insurance departments to support faster, better-informed reviews
  • Represent Moody's in technical National Association of Insurance Commissioners working groups and task forces relevant to property data and models, coordinating policy positions with Moody's Government, Public and Regulatory Affairs team and aligning with Moody's RMS regulatory team on shared model and data issues
  • Report to Property Intelligence and Insurance leadership on filing status, approvals, client regulatory outcomes, and resourcing needs, and serve as the organization's domain expert for regulatory intelligence tools and products
  • Lead and develop a regulatory product manager and direct external actuarial or regulatory partners, fostering a high-performing team focused on regulatory excellence and client outcomes
