Skills and Competencies
  • 15+ years of progressive experience in risk management, controls assurance, internal audit, compliance, operational risk, or a related control function within a global, highly regulated environment, including significant senior leadership experience
  • Deep expertise in second line risk management, controls assurance, aligned assurance, and assessment of control design and operating effectiveness
  • Demonstrated experience setting strategy and governance for enterprise-scale control assurance programs and providing oversight of senior leaders responsible for operational execution
  • Strong understanding of the Three Lines model, with proven ability to coordinate coverage and appropriate reliance while preserving second line independence and distinct accountabilities
  • Proven ability to identify systemic weaknesses and emerging themes, exercise credible challenge, and communicate strategic implications and priorities to senior executives and governance committees
  • Strong leadership skills, including leading through other leaders, overseeing geographically dispersed teams and offshore operating models, and developing succession and capability pipelines
  • Excellent written and verbal communication, presentation, influencing, and relationship-management skills; relevant professional certification such as CIA, CISA, CRISC, FRM, or PRM is preferred
  • Deep expertise in artificial intelligence, with a track record of implementing advanced AI solutions to drive strategic transformation and operational efficiency. Strong experience using AI tools to lead innovation initiatives. Demonstrated leadership in managing AI-related risks, ensuring ethical governance, and fostering a culture of responsible AI adoption across the organization
Education
  • Bachelor's degree or equivalent required
  • An advanced degree in risk management, finance, business, accounting, technology, or a related discipline is preferred
Responsibilities
Moody's Ratings Risk Management is hiring a Senior Vice President – 2nd Line Controls Assurance, reporting to the MR Chief Risk Officer, to provide strategic leadership of its second line Controls Assurance Program and play a central role in MR's aligned assurance model. The SVP will establish the program's direction, governance, methodology, risk-based coverage strategy, quality expectations, and continuous improvement agenda. Working with first line control testing and quality assurance teams, other second line assurance functions, and Internal Audit as the third line, the SVP will promote coordinated assurance coverage, appropriate reliance, clear accountability, and identification of potential gaps or unnecessary duplication, while preserving the independence and distinct responsibilities of each line. The Controls Assurance Team leader will report to the SVP and remain accountable for execution of the approved Assurance Plan and day-to-day management of the team. Through this model, the SVP will provide senior management and governance bodies with independent, risk-based assurance on the design and operating effectiveness of key controls and an integrated view of the control environment.
  • Set the strategic direction and target operating model for the second line Controls Assurance Program, including its mandate, governance, methodology, risk-based coverage strategy, quality expectations, and continuous improvement priorities
  • Own and approve the annual and multi-year assurance strategy and plan, ensuring proposed coverage reflects the areas of greatest risk, significant business or control change, regulatory priorities, and emerging themes
  • Provide strategic oversight and challenge to the Controls Assurance Team leader, who is accountable for execution of the approved Assurance Plan and day-to-day management of the team
  • Review the quality, sufficiency, and consistency of assurance delivery and conclusions, focusing on significant judgments, material findings, recurring themes, and matters requiring senior escalation
  • Lead MR's participation in the aligned assurance model by coordinating strategy, coverage, and reliance with first line testing and quality assurance teams, other second line assurance functions, and Internal Audit, while preserving the mandate and independence of each line
  • Provide independent oversight and credible challenge of the overall control environment, including significant control design weaknesses, management responses, remediation priorities, and the sustainability of remediation
  • Synthesize individual assurance results into an enterprise-level view of systemic, recurring, and emerging control themes, and translate those themes into strategic priorities and recommendations for senior management
  • Set the strategic agenda for responsible use of data analytics, automation, and AI to improve assurance quality, coverage, monitoring, reporting, and efficiency, with appropriate governance and human oversight

The Moody's Ratings Risk Management function provides independent second line oversight of the risks arising from MR's activities and supports effective risk governance, credible challenge, and risk-informed decision-making. The function works with first line businesses and other control functions while preserving the independence required of the second line. For US-based roles only: the anticipated hiring base salary range for this position is $198,300.00 - $287,550.00, depending on factors such as experience, education, level, skills, and location. This range is based on a full-time position. In addition to base salary, this role is eligible for incentive compensation. Moody’s also offers a competitive benefits package, including not but limited to medical, dental, vision, parental leave, paid time off, a 401(k) plan with employee and company contribution opportunities, life, disability, and accident insurance, a discounted employee stock purchase plan, and tuition reimbursement.
