Skills and Competencies
- Excellent proposal writing, research, and analytical skills, with the ability to draft, develop, and review compliant and persuasive proposal documentation.
- Strong process and project management skills, with a proven ability to lead multiple proposal submissions (RFIs, RFPs, RFQs) concurrently in a deadline-driven environment.
- Experience identifying and qualifying government contract opportunities using publicly available information and subscription-based vendor portals.
- Ability to collaborate effectively across multiple departments (e.g., Sales, Legal, Product, Technology) to gather information and ensure cohesive proposal responses.
- Creative problem-solving skills with the ability to diagnose issues, understand customer challenges, and position relevant solutions.
- Ability to leverage AI technologies to enhance decision-making, streamline processes, and drive innovation.
Education
- Bachelor’s degree is required, with coursework in business, economics, or related fields.
Responsibilities Manage the government proposal lifecycle by identifying, qualifying, and leading the response to public sector contract opportunities.
- Identify and qualify new business opportunities by monitoring public sources and vendor portals for Sources Sought, RFIs, RFPs, and RFQs across Federal, State, and Local governments.
- Lead the end-to-end proposal development process for multiple opportunities simultaneously, coordinating responses across Legal, Marketing, Technology, Product, and Sales teams.
- Draft, write, and review compelling proposal content, including technical approaches, past performance summaries, and other required documentation, ensuring all submissions are compliant and responsive.
- Analyze client needs by researching agency objectives and statements of work to position relevant Moody’s Analytics use cases and value propositions.
- Collaborate with Relationship Managers and Business Development Representatives to identify and challenge expiring competitor contracts.
- Conduct post-RFP reviews to document lessons learned and recommend adjustments to capture strategies and product development.
- Support the renewal process by anticipating RFPs/RFQs and coordinating required paperwork to protect and grow existing accounts.
- Provide current forecasts and accurate pipeline information to management.
About the team Our Government Sales team is responsible for driving strategic sales initiatives and fostering strong relationships with government entities.

For US-based roles only: the anticipated hiring base salary range for this position is $93,600.00 - $135,750.00, depending on factors such as experience, education, level, skills, and location. This range is based on a full-time position. In addition to base salary, this role is eligible for incentive compensation. Moody’s also offers a competitive benefits package, including not but limited to medical, dental, vision, parental leave, paid time off, a 401(k) plan with employee and company contribution opportunities, life, disability, and accident insurance, a discounted employee stock purchase plan, and tuition reimbursement.
