Skills and Competencies
- 7+ years of diverse IT experience across application support, infrastructure, risk, compliance, and audit. Financial services or regulated industry experience is a plus.
- Deep understanding of Hong Kong’s regulatory environment for electronic data services.
- Skilled in data management tools, SQL, and monitoring technologies like AWS, Splunk, Datadog, Grafana, Control-M, Python, and Jenkins.
- Proven collaboration with regulators and compliance/risk teams to implement controls, processes, and policies.
- Strong communication, documentation, and problem-solving abilities.
- Experienced in managing both onshore and offshore teams.
- Familiar with ITIL and ITSM frameworks; ITIL certification preferred.
Education
- Graduate degree in Computer Science or related field.
Responsibilities
- Oversee the day-to-day operations of EDSP activities, ensuring high-quality service delivery and operational efficiency. Execute procedures and controls to discharge all responsibilities under the EDSP Circular.
- Ensure all EDSPs comply with Hong Kong's legal and regulatory frameworks, including data privacy and cybersecurity laws.
- Develop and implement strategic plans to enhance EDSP capabilities and services.
- Act as the technical liaison between operations teams, software engineers, business users of technology, and compliance partners to provide critical operational insight to upcoming implementations and strategies, including validation of ongoing or upcoming solutions and their supportability.
- Ability to support multiple lines of businesses or applications of medium to highly complex technologies at regional level with multiple concurrent users, ensuring control, integrity and accessibility.
- Ensure compliance and audit related activities are completed accurately and timely.
- Support (coordinate, plan and execute) the transition of support activities for all strategic, roadmap and retirement applications.
- Conduct governance reviews with the business sponsors and other stakeholders to develop, enhance and enforce a plan for continuous service improvement.
- Have ability to understand and analyze client requirements and provide appropriate solutions.
- Measure and improve the level of adherence to the established ITIL processes and Compliance standards.
- Collaborate with other cross functional teams to ensure efficiency improvements and ongoing and effective communication with the business and compliance.
- Willingness to be available during off-hours and weekends to take ownership of, manage, and assist in resolving high-severity incidents
About the Team and Role
In this role, you will be part of the global Application Production Support team within Moody’s Rating Technology Group. You will be responsible for overseeing the quality and timely delivery of application support services within their portfolio, managed by vendor teams, to end users and business stakeholders. Key responsibilities include enhancing stability and availability through automation and Continual Service Improvement, and serving as the escalation point for all business applications in the Asia Pacific region.
Additionally, this role will support the operations of electronic data services within the Hong Kong office, ensuring compliance with Hong Kong's regulators (Securities & Futures Ordinance: SFC) circular on use of External Electronic Data Storage Providers (EDSP). This role requires deep knowledge of electronic data services and will have expertise to access Regulatory Records kept with an EDSP.
