Skills and Competencies

 

  • At least 15 years of post-qualification work experience in the financial sector’s policy, legal and/or regulation related fields 
  • Demonstrated work experience in a regulated entity and/or regulatory/government type position in emerging markets (preferably in the EU) 
  • Experience in preparing complex regulatory filings for securities or other financial sector regulators, equivalent experience working for a financial sector regulator, and/or experience in an analytical role at a supranational organization 
  • Excellent verbal and written communications skills in English with demonstrated ability to manage complex, cross-departmental analytical and writing projects; French or other EU languages are desirable 
  • A highly adaptable, self-starter with a proven track record of results 
  • Able to get things done collegially and efficiently 
  • Role must be Brussels-based; willingness to travel as required. 
     



Responsibilities

 

Senior Vice President position is a leadership role in the GPRA, based in Brussels. There is a key focus on the European Union policy and regulatory environment, including both the EU institutions and member state capitals. Alongside regional responsibilities, the SVP will need to support the global functioning of the GPRA team and engage with colleagues across regions to ensure consistency of messaging and strategy.  

This role will report directly to Moody’s Managing Director (MD) for Global Regulatory Affairs, based in London, with a dotted line to the MD for Global Government and Public Affairs, based in Washington DC. Working collaboratively but also independently, with limited day-to-day supervision, the role includes line management of three direct reports. 
 

Specific responsibilities include: 

 

Regulatory/Policy Developments and Insights 

  • Analyse and track the development of credit rating, capital markets and other financial services policy developments in the European Union, relevant to Moody's business and affiliates, particularly regulatory and legislative proposals.
  • Provide strategic insights and business impact analysis of these developments.
  • Coordinate and contribute to the determination of the firm's positions on regulatory policy issues in, delivered by comment letters and direct advocacy.
  • Produce accessible and effective written briefings on often complex topics for internal and external audiences.
  • Track and assess how political movements may affect policy issues and MCO’s business.
  • Develop legislative strategies and positions supporting MCO’s government relations objectives, which include development of policy briefing documents, legislative testimony, amendments, comments and policy white papers as needed. 

 

Reputation Enhancing Thought Leadership 

  • Lead efforts to improve external understanding of and positioning of Moody's business, its role in the market and thought leadership on topics of interest to financial regulatory policymakers
  • External Stakeholder Relationship Engagement Strategy and Execution
  • Play a senior role in leading external stakeholder engagement programs, including building relationships of trust with EU institutions, governments, trade & industry bodies and other influential third parties
  • Proactively identify opportunities to engage with external officials, decision-makers and influential third-party stakeholders
  • Serve as a public face for MCO and represent our brand at regular meetings, conferences and external events 

 

Team Leadership 

  • Execute, by deploying the team as well as MCO's management, on agreed strategy with limited supervision
  • Responsibility for oversight, line management and career development of four direct reports.
  • Serve as a GPRA senior leader able to represent the function at C-suite level

Moody’s Government, Public & Regulatory Affairs (GPRA) is a global and strategic function within Global Corporate Affairs, which reports directly to the CEO of Moody’s Corporation (MCO). GPRA deploys expertise on government relations, public policy, regulatory analysis and geopolitical issues to inform MCO’s strategy, operations, commercial activities and risk management across all new and existing business lines, products and markets.
